Notification for the investment proposal for improving the alignment of Lot 3.2 of the Struma Motorway

In accordance with art. 95, par. 1 of the Environmental Protection Act and art. 4, par. 2 of the Regulation on the conditions and rules of conduct for environmental impact assessment (State Gazette 25/2003, last amended and supplemented with State Gazette 94/2012) National Company Strategic Infrastructure Projects (NCSIP) as an Employer annunced its investment proposal for improving the alignment of Lot 3.2 of the Struma Motorway to all interested parties.

Information on the investment proposal is provided in the attached notice.

Consultations on the scope and content of the environmental impact assessment for investment proposal “Improvement of the alignment for Lot 3.2 of Struma Motorway”

On grounds of art. 95, par. 3 of the Law on protection of the environment, National Company Strategic Infrastructure Projects as an Employer for investment proposal “Improvement of the alignment for Lot 3.2 of Struma Motorway” will have consultations of the scope and content of the environmental impact assessment (EIA) with the relevant institutions, interested parties and citizens.

The prepared specification of the scope and content of the EIA is publicly available on the internet site of NCSIP at http://www.ncsip.bg as well as on hard copy at the following institutions during working days:

The specification contains information on the studied alternative alignments as of the current stage of development of the design activities. The structure and the content of the specification are in compliance with the requirements of art. 10, par. 3 from the Regulation on rule of conduct for preparation of EIA.

STRUMA MOTORWAY MONITORING COMMITTEE

By Order No РД-02-14-2857/29.11.2012 of the minister of regional development and public work as amended with Order No РД-02-14-187/18.02.2013 an inter-ministerial Monitoring Committee for the Struma Motorway has been established.

The Committee is co-chaired by the Chairman of the Management Board of the Road Infrastructure Agency (RIA), which is responsible for the design and construction of Lots 1, 2 and 4 and by the Executive Director of National Company Strategic Infrastructure Projects (NCSIP) which is responsible for the design and construction of Lot 3 of Struma Motorway.

Members of the Committee are representatives of RIA, NCSIP, Ministry of Environment and Water, Ministry of Transport, Information Technologies and Communications, Ministry of Regional Development and Public Works, Ministry of Finance, respective municipalities, Transparency International Bulgaria, environmental NGOs like Organization for wild nature “Balkani”, Bulgarian society for protection of birds, Green policy Institute, Center for ecological information and education, etc.

The Committee is established for public benefit and has monitoring functions with the main purpose to inform the representatives of institutions and NGOs about the implementation of the infrastructure project. The major aim is to ensure maximum level of transparency, awareness and efficiency in the overall development and successful implementation of the project.
